Well, how exactly is John "growing" right now? He's basically emasculated and marginalized. I guess he's blown through all his savings on the rental car he dreams of driving to Llanview every night? And now he trembles in fear at what Clint and that bitch-in-heat mayor might do (although, really, are we to believe that chick didn't get voted out of office at the beginning of this month?) It would appear he has no friends - whereas before, in Llanview, even when he was on the outs with Natalie or some other person, he always had others to hang with. In PC he just sniffs around Sam every week and occasionally works in a slumped shuffle over to Anna's office.
And not for nothing, but there seems to be a whole lot of cops/secret agents/former feds now -- how can John possible regain superhero status in that crowd of do-gooders?
