It seems like they want to write for the OLTL Rejects but don't write for them well. And maybe RC only had watched Anna during her 1st stint on GH with Duke because that's about all he seems interested in outside of the OLTL Rejects. The Connie DID stuff seems to fascinate him.

I expect that they are aware that viewers don't like what they've done with GH but IMO they flat out just don't care.
