The second one claims that Dems are killing Black babies.

Terry isn’t on my ballot, so that’s not how they’re deciding where to run these ads. Broadcast networks are legally required to run these ads wherever they are submitted, so I think if you’re not seeing them, it’s because they weren’t submitted there.
