It's largely symbolic, yes. It MIGHT receive a majority or at least a tie - at least 4 GOP Senators have indicated they're likely to vote with Kaine. But obviously that's not going anywhere in the House, nor is it enough to override a Trump veto. Really, Kaine wants Senators on the record, because as this gets worse and starts impacting Americans more immediately, it's going to get awkward for the GOP who made no move to stop it.
Apparently the GOP is trying to focus on fentanyl. FFS. All of 43 pounds were seized from the northern border in ALL of 2024 (compared to 21,000 pounds at the southern border, for perspective).
