Like one on her lap, and then the smaller one on that kid's lap. And I get it, the layout on streetcars, that feels like the best way to keep your kids with you -- as much as it does *not* look comfortable.

I like JerseyGirl's answer, but as a non-child-haver I would like to add that I never resent a toddler on a seat, unless there's some very elderly person about to topple over -- and in that case I hate everyone who is sitting, unless they are also elderly/infirm/pregnant.
