Nothing like a blazing housefire to get things going...but there should be a faster and cheaper way to get this done, possibly looking at flood plain charts and trying to figure out which areas are least likely to have flooding issues to do first, then work on the rest after verifying those.

I'm thinking the military has people who could do some of the inspections to get those done faster.
