was nowhere near the scene. She has Sam as her alibi. All they have is Ric(who has an axe to grind) and Elizabeth's word that she threw a gun into the river. Why is she arrested? Shouldn't they recover the gun and test it before they can decide it was the murder weapon?

It seems like the writers don't even do the minimal research before coming up with these plot holes.
