Cam made it known that he was not a fan of the serial killer and didn't trust him. But Franco worked to gain his trust. He showed Cam that he changed and that he genuinely loved his mother and all of her children.

Let's not forget, Peter murdered Franco, and it looked like Jason did it. Cam grabbed a gun and was prepared to kill Jason for "killing" Franco! That was because he grew to love him as his stepfather.
