Jack and his direct report know Cyrus is the killer and Jack is "testing" Joss to see how she does with intel. So the running theory is, Jack is going to recruit Joss into WSB and this was her test. The thing is, it was highly dangerous. It's not like Jack or his direct report were tailing her the entire time. This all could have gone very wrong. What if Cyrus came back and Joss was in another room and he attacked her before she could get to the gun? That's why I said that Carly is going to hit the roof when she finds out because Jack pointed Joss in the direction of a serial killer.
We have not been told that Cyrus killed Austin but Jack gave Joss the tip to checkout Austin's crib as a connection to Cyrus--who lives in PC but used Austin's crib to store his souvenirs.
