This plot has more holes in it than swiss cheese. The only proof of what Portia and Nina did is Jacinda. Michael now knows her involvement so maybe it will come out that way. I doubt it though as he wants to keep Willow in the hot seat so he won't play the Jacinda card unless he is up in the hot seat--where he belongs because he was outside Drew's house.
