I don't think Chase is a bad person at all, I think he's being naive to what's in front of him. (as for a bad cop, well, isn't every cop on this show pretty bad at their job?) Willow has absolutely fooled several people but quite a few have seen through her by now. Michael, despite my issues with him, has seen who she really is. As has those close to Michael like Sonny, Jason, Carly, etc. Alexis knows now, too, as do Trina and Kai.
Lucas is no fan of her either, calling out past behavior. Even Liz knows Willow is a hot mess (her comment on if Willow will let Drew control her returning to work or not). Several people in PC have seen through Willow's act. Chase is choosing not to because of his feelings for her. If he were willing to take a step back and view her honestly, he might too.
All the people you mentioned that she has fooled are also people who care for her and don't want to think the worst of her. Her mother, her aunt, her friends, Drew who is just a self-centered SOB who only thinks in terms of what he wants. I'm not sure he even sees Willow as a person at this point. But even her mother or aunt or Liz would all, if pressed, admit Willow needs some psychological help. I'm not sure Chase is willing to be that honest about her right now, tho.
