Michael also has a conflict of interest, when he decided Willow was innocent, he also decided Michael was guilty. I am looking forward to Chase's reaction when he finds out Willow was in fact guilty.
The way he went about things are the reason he was demoted at work. If he felt his superiors were ignoring Michael to pin the murder attempt on Willow -- he could have spoken with a leader or someone in the DA's office that isn't connected to Sonny's family or the Q's. Even if he had been right and Michael was the killer, the way he went about it was wrong. And it turns out his testimony actually helped the guilty party go free.
