Is it possible to change the law and reduce or waive the sentence?

Like the marijuana sentences that are being wiped out because of rescheduling, a change in the penalties for filing the false paperwork or the requirements to meet certain standards to qualify for the charge.

As I understand it, the charge was based on Hunter Biden using drugs. As a person in a recover program or just out of rehab, would that mean that he wasn't using drugs? Maybe change the law, to the thrill of the NRA and gun nuts, that if a person is under medical care or in a rehab program, they are not considered to be using drugs when filling out the paperwork. That might cover a lot of people in a wide sweep, including Hunter Biden.
