It's a violation of the Law of Land Warfare for two reasons: 1. You can't target non-combatants. 2. You aren't allowed to randomly kill people by sabotaging items to inflict harm. You can sabotage them so they won't work, but you can't make them explode, suddenly fire a round, etc.
