I know diddly about this area. Talk to me day and night about anything caregiving or home and community-based services, but this area? Complete blank.
I keep asking questions, reading the ONE paragraph in the very narrow bill that changes the law (in CA legislation, the proposed, changed language in a statute appears in blue print), and point out that it doesn't actually address the biggest driver of utility costs: what utilities charge you for usage.
