one single HR-dedicated professional. Also, a lot of employees who work for an employer that does have an HR department, do not trust that HR department, believing that HR primarily exists to protect the employer, not the employees. If you work for a company that has an HR department that you trust, you’re lucky. Bottom line is that it is a complicated issue in many workplaces.
