We are non-partisan and we do not contribute to candidates or PACs, nor do we have a PAC, so that's not it.
I think the bill analysis process we have gives us the chance to think strategically about bills' chances to pass. We guess well LOL.
Now, when I do analyses, even if I think a bill will die in the Appropriations committees, I note that. We might take a position anyway to voice our support for an issue. Either way, this was a delightful surprise.
