But still, I feel like if she went to that particular Target and told them what day (and in her case, she probably even knows what time, or at least can guess within a few hours) she was in, she should be able to find out if she was ever charged for the card. I figure one of two things happened: either the cashier didn't take the right steps to activate the card or else there was a machine malfunction that caused the card to never be activated. I'm reasonably sure gcf would've noticed if her bill that day was $25 less than it should've been.
