Then taking Rob Lowe's Captain Stand to set up a new firehouse somewhere else, like he did for "Lone Star" (Judd would become the captain there).

I doubt it. Rumors are that Lowe may have wanted to move on which is part of the reason LS was cancelled, in addition to money.
