Sonny is elected Mayor of the city, if they elected a Luke, why not SONNY?

Sonny makes Jason Chief of Police and between the two of them, they have total control of Port Charles. The crime rate drops to the lowest it has been in decades. Sonny and Jason drive out all the other mobsters so there is no competition for them. Business is going great, and then.....

What happens next?
Ric blackmails Sonny into stepping down from his position.
Jason turns secretly good and vows to bust the crooked mayor.
