I think it took him 2-3 weeks to come to terms that he wasn't going to win again and he would drag down the congress with him. I also think the COVID diagnosis in conjunction with negative internal polling may have been his last straw. He saw it was kicking his backside and he couldn't see pulling it together to run the kind of campaign he needed to run to win.
