Not that Tyrion isn't super smart, just that Tyrion wasn't scheming to control the realm like Tywin was. Cersei is petty and often short-sighted. She gets too caught up in what she wants, when she wants it to lay out decades of shrewd plotting like Tywin could.

And Lady Olenna. Holy crap do I love her. I could have watched a whole series of just her and Tywin plotting against each other.
