and that it's less than people elsewhere are getting for EBT payments may not be comparing apples to oranges.

EBT is probably based on locality. NYC is one of the highest cost places in the country. In addition, states have a say in how much they give for EBT. Most red states are stingy when it comes to safety net benefits.
