He thankfully was successful with getting his passport renewed JUST in time before that terrible rule, but it was terrifying, because it was down to the WIRE. And tbh, he's still not sure they would accept it if he traveled. He has a daughter! He should be able to feel safe that they won't reject his passport while traveling with his child.
What is the point of this? It's just cruel, like you said. It doesn't help or protect anyone, God knows. It's just...so cruel. I'm so sorry for your friend. That is so hideously unjust.
