VA/MD/DC...traffic is horrific there always. My sister has lived inside AND outside "the beltway" and it just doesn't matter what time, what day...you will hit traffic.

i don't know, tho...sounds like maybe you should take a purely sight-seeing vacation and go BACK next summer!!!
