Businesses. My guess is most of what he does is money laundering using those Businesses. I mean, Jason has said as much in the past. I'm shocked they had him being okay allowing illegal weapons to go through his territory. He was always against that in the past, it's one of the many reasons he hated Alcazar.
Like I said earlier, when he killed Karpov my jaw was on the floor. The way he stood 5ft from him and shot him between the eyes and then stood over his body and plugged him a couple times was really blatant and a line that the writers hadn't really crossed before. At least to that degree.
