Was hesitant because he didn't want to bring another baby around his dangerous life. But she wanted one and so they had a baby. Kinda late to change the rules now. She knew the risks and wasn't thinking ahead...well that's her problem. I get being worried and I get Sam's point but she married a mobster and had a baby with him. Those were her decisions.
