With the number of people in Port Charles knowing about the affair and Willow filing for divorce -- why would Drew and Willow think having her in D.C. while he is sworn in as a Congressman (I would assume with Port Charles and state coverage) would go unnoticed?

Willow is so starry eyed over Drew, and Drew is proving to be too political clueless to be a decent congressman. Having an affair with your nephew's wife when they share two children could end up being a major public scandal. Having her there increases a Port Charles reporter will bring it up and Willow will be moritified that the voting public doesn't realize the purity of their love.
