Yes he was willing but she gets the blame for doing what her father had her to do:

The teddy bear was Ryan and Esme
Setting Ava's car on fire was Ryan and Esme
Leaving Kiki's ID was Ryan and Esme

And that's just what I can remember what was done. Spencer was a teenager when all of this happened--manipulated by a deranged sociopath and his sinister daughter.
